    The banner should be removed entirely or put in a place where it doesn't interfere with the "approve" "reject" buttons for the next document. Some agents file all sorts of documents that don't need to be reviewed for compliance so we have to wait for the banner to disappear to click into the next document. this adds rather wasteful time to compliance review.
