Allow for Concession Equal to Commission Amount
Currently, we are not able to waive the full gross commission by making a concession total the amount of the gross commission. We get an error message that says the concession amount must be less than the gross commission amount. On personal transactions where an agent is capped on both Co$ and Royalty, we allow the waiver of all commissions. This was an option in WinMORE but is not an option in CommandMC Transactions.
