Allow SmartPlan static timelines, not based on when people are added.
This is similar to a couple other SmartPlan ideas. I just wanted to make the distinction between how they work now and what we need. Currently, they focus operations timing on the people and when they're added, not to the plan iteself, regardless of when the people are added. Even the DTD2 plans that are in the library don't really work because when you add new people to the plan the plan starts from the beginning. It doesn't add the person into the plan where the group is. We need plans that are based on dates and when we add people, they drop into the plan based on the date. The DTD2 plans work for the first round, but if they repeat, new additions don't fall into the plan where the plan is, the plan starts over for them.
